About People for Change Foundation (PCF)

Background of the Foundation

People for Change Foundation (PCF) was established through the collaboration of individuals working in the fields of HIV/AIDS prevention and Harm Reduction for people who use drugs. The group was initially formed under the name “People for Change” in January 2021 and has implemented the project “Ending Tuberculosis and AIDS through the RRTTPR Service Package.”

Subsequently, the organization was officially registered as the People for Change Foundation on 30 May 2025, under registration number ชร5/2568, in accordance with the Civil and Commercial Code of Thailand. The Foundation operates as a local organization based in Chiang Rai Province, carrying out activities for public benefit.

Objectives

To promote and support communities as learning centers for holistic well-being, ethnic cultural preservation, natural resource and environmental conservation, safe and sustainable agriculture, appropriate livelihood development, and community information centers.
To promote access to fundamental rights and social welfare for vulnerable groups, ethnic communities, and marginalized populations.
To promote access to health services and harm reduction services for people affected by substance use, vulnerable groups, ethnic communities, and marginalized populations.
To promote and support community participation in development, rehabilitation, and community strengthening, as well as in preventing exploitation, sexual violence, stigma, and discrimination.
To strengthen community capacity in natural resource and environmental management and in reducing the impacts of natural disasters.
To promote and produce public and social media that contribute to sustainable social development.

Strategy 1.1 Provide standardized community-based methadone services through Drop-in Centers (DICs).

Strategy 1.2 Provide proactive HIV screening services among people who inject drugs (PWID).

Strategy 1.3 Facilitate referrals for people who use drugs (PUD) to receive comprehensive health screenings for all health conditions.

Strategy 1.4 Collaborate in advancing key public health policies of the Ministry of Public Health and promote access to health services for vulnerable populations.

Strategy 2.1 Waste Management

Strategy 2.2 Raise awareness on disaster risks in vulnerable communities, including floods, landslides, and chemical contamination.

Strategy 3.1 Establish centers for rights-based counseling, legal assistance, and access to justice.

Strategy 3.2 Advocate and raise awareness on human rights and equality.

Strategy 4.1 Promote learning and skills development for ethnic children, youth, and women.
